Found this on Guru3D. Make a shortcut to the game and add "-disablepagefilecheck" without the quotation marks after the target and the stuttering. I can't seem to find out how to get the -disablepagefilecheck command working for the uplay version of watch dogs. I've already tried adding Sooo, yeah, this command above, -disablepagefilecheck - doesn't eliminate stuttering on my PC. It does, though, drastically reduce it. Try it, people.
